I'm not too sure how fungible it actually is. Existing refineries are set up to require different grades, transportation facilities that exist or don't complicates matters. I don't think oil from the North Slope can be considered a practical source for a refinery in Germany. It's not a simple as having a big pot that producers dump oil into and users draw from.
