Perhaps a political decision was made not to suffer two potential PR reverses during the same time frame.

I think that is further out than what went on in the WH. I suspect that the decision was made along the lines of, "we have to deal with these people eventually, so why kill this group and just raise more from the ashes?"

I don't think the Sunnis fighting us in Fallujah will quit this easily. My main worry is that they will get out and go back to small attacks. It is this constant "drip, drip, drip," of casualties that will bring us down in the "soft war" of public opinion.
