You know, that's a good question. I read that Barclays had been hired to be the primary market maker to ensure orderly flow and executions in the issue. It would seem to me that the NYSE would see a relatively large conflict of interest with the lead underwriter also being the primary market maker on the floor. But that is just my own logic, not rooted in anything I have read.
