I think it's too soon to say. Refineries are, by and large "hardened targets", they'll come through minimal hurricane strength winds OK for the most part. If the eye of Rita passes within, say 30 miles of Baytown OTOH, they'll be right (ie, it will be an energy Pearl Harbor), but frankly I think it's a longshot, and therefore I'll probably be buying some puts on VLO, COP and XOM before the end of today. I think the eye will pass far enough south where it will end up being a nonevent (of sorts)....I think it will be apparent by Friday, but it will be recognized in the market by then.
