Steve, 15,000 shares on the ask would indicate that someone is trying to sell those shares. If you have a market maker throw 15K shares up on the ask on a relatively thinly traded stock like MRVC, that is going to put a lid on things. You will often see Market Makers do this who are outside the market to try and scare the inside market in lowering their Bids and Asks. This is what we all refer to as manipulation by the Market Makers.

The inside market is the current best bid and best ask of all current market makers. ie,

MM 1 MM2
Bid 29 29.5
Ask 30 30.5

The inside market would show bid 29.5 and ask of 30. If MM2 wanted to scare the market, he would throw up some big number on his Ask side. As the outside bid moves down, he is able to move his inside bid down and get shares a cheaper price. Classic manipulation on the NASDQ.
