In the last 100 years the human species has awoken to the power of education and the countries who have embraced it most are doing best.

China just had to get past their primitive dogmatic culture, just like the rest of the world. A hundred years ago every country was involved in primitive behavior of one type or another. We had segregation and women could not vote. Germany, Japan, all the colonial counties like Great Britain and France, et al, and much of the rest of the world had to get past their's

And today many Asians are education zealots and are among the best educated in the world and education is a top priority of many Asian societies like Japan, South Korea, Singapore, Hong Kong, China and Taiwan, etc. those countries kids get the highest test scores.

As James Flynn points in what is now known as the "Flynn effect" education has allowed us to increase our collective IQ"s by 60 points going from about a 70 IQ in 1900 to a relative 130 IQ today based on test scores; and from concrete thinkers to abstract thinkers.
