Everyone in Houston knows Delay is a crook and has been for a long time. The only reason he hasn't been taken out is he rules by fear and intimidation. he has everyone blackmailed because he knows where all the dirty money is buried. He is literally a lobbyist-politician-white collar mafia figure, no more or less. Hard to predict if he'll willing give up or try to take down everyone with him. Clearly even Karl Rove is worried. Rove is a bottom level card in their house of cards. Pull him out the whole thing could collapse.
