You're right, the street level will seek new sources. I was actually thinking about terrorist orgs when I wrote that. While the "soldiers" will seek new masters, if the experienced masters are killed off, the new masters don't have the experience, expertise, money, and organization to effectively mount operations. There is a respite. That was where my thoughts were.

The drug war is lost, as far as my opinion is concerned. The problem isn't supply side, like you said. It is demand. People want drugs. And that demand is a lower order need that is pretty primal and won't go away.
