The very first product in any new generation is always a dog. The first 486 was not a -33, even, it was a -25 (or possibly even a -20). The P-60/66 were still much better than 486's, but you are correct that the P54C series, which began with the 75MHz chip, was a dramatic improvement. Like they say, it doesn't pay to be on the "bleeding edge", the prices are high, the power consumption and heat are high, the performance, even if better than the previous generation, is nothing like what it WILL be with one more iteration.
Yet, all of that said, I think that even now more than half of the installed base is still pre-Pentium, and it's amazing to hear some defend their 486's and say that there is no reason to upgrade -- it even happens on this forum !
