A short resume: The biggest german konference on public administration showed that:

- There is a big interest in using Linux for public administration.
- Linux is in use, amongst others in the federal department of finance, that actively recommends using Linux.
- Public institutions are actively participating in developing Linux software, including participation in developing the Linux kernel.
- It is recommended to specify Linux as the platform for new software development initiated by public institutions, in order to make sure that it will run smoothly in the future.

Germany has approx. 80 mio. people and is the country in the World with the largest exports and imports. I would guess that public administration accounts for 35%-40% of GNP.
