Well, the much smaller amount of 70-odd million was for more urgent and short-term repairs. Dumbya cut the funding even for that one.

So why are we even debating the 15 billion dollar project? As we all know, we needed that 15 billion (plus another 200 or 300 billion more) to screw up Iraq and get screwed in Iraq as well!
