In your example it is not really a monopoly, he is competing with sources outside of town.

I am assuming a full "lifeboat" case. You live in the boonies and can't get water from anyone else. And you can't use force on him.

A coercive monopoly is one where the business uses the State to achieve it's goals. Such as the 50's when it was illegal to attach any device not made by Ma Bell to your phone.

Do away with these situations and there is no harm in allowing someone to all of something.
