We'll never know. Iran certainly had realized that they need not fear any retribution from the Carter administration and that made it clear to the Middle East that the United States would not defend itself, let alone anyone else. Had Reagan not changed the dynamic -- radically -- I'm not sure how anyone could make assumptions about what might or might not have happened.

What we do know was that his four years were an absolute foreign policy disaster. He left the country in a severely weakened state that it took the ensuing 8-12 years to fix.

There is no way to overstate the damage Carter did to our nation in four short years. Without question, the worst president in our lifetimes, other than maybe LBJ (it is a close call as to who was worse).
