The under-reporting factor in VAERS has been estimated to be approximately 40 by three different methods using corroborative data sources using data for side effects that are proven incidence. Most governments are loathe to release the definitive data because they know it reveals them to be accessories, or worse, to murder. FOI requests are slowly bringing more data to the public every day, but it's a laborious process often involving multiple lawsuits.
