I guess the simplistic answer is that they will release the news when it's ready. IMO, companies should not allow their stock price to unduly influence the timing of a PR. Now, once it's ready, they may deliberate as to what time of day they think would be appropriate, e.g before the market opens, during the day, after market close. I agree that a company might say,"let's do it Friday PM, so the market can discuss it all week-end" but I don't think it would have anything to do with the actual stock price.
Yes, I know that companies will come out with PRs if their stock is being pummeled, but that's not what I would call a material PR.
My opinion only (MOO?) and open for discussion.
