Hardly. While the debt has increased twice as much under Bush's 8 years as Clinton's, Bush has been funding two wars, dealing with Katrina, creating a homeland security department, and numerous other things that Clinton never had to deal with.

All in all, deficit spending under Bush is only marginally worse than under Clinton given what Bush had to deal with versus what Clinton did. During the Clinton years there were no major foreign policy challenges -- in some instances, because he kicked the can (Iraq and bin Laden).
