Some companies really have a hard time calling "a spade, a spade". <<TSMC responded by saying that its annual system to evaluate employee performance is simply being carried out more strictly and should not be viewed as layoffs.>> If you have a "poor performer" and send that person out the door, but do not replace that person, that is a layoff in anyone's language.
