Have you read and do you understand Finn's definition of the functional illiteracy he's talking about.... "Just five percent of seventeen-year-old high school students can read well enough tounderstand and use information found in technical materials, literary essays, and historical documents" How many 17 yr olds do you think can meet the criteria above? I think you're working with your own definition...
