That was the original intent of the Guard/Reserve but as of 9/11 no one imagined it would ever happen. Sept 11 was a jolt that woke the entire country from 30yrs of relative peace. I understand the purpose of Guard/Reserve but during wartime regular army has better motivation. I don't understand why Rumsfeld insisted there were enough troops? Why overstress them? There was actually 1 guard for every 75 Iraqi prisoners...that's ridiculous. Clinton's troop reduction was unrealistic for the modern world. Possibly Bush's redeployment plan will address the shortages but why take 5yrs to get it done?
