My guess is that the "vast majority" who "joined voluntarily" were like Kerry, their deferments had run out so they joined in order to have some say about where they were put. If you were drafted, you were going into Army infantry. If you joined, you could do Navy (like Kerry and my father), Air Force, Coast Guard, Marines, Reserves (like Dubya), maybe even have a shot at something like you'd enjoy, like intelligence or medic service.

I knew a lot of guys that got draft notices, but none who were drafted. Remember, "greetings"?
