Here we simply disagree. Having cells in enemy territory does not disprove my argument. Are you suggested that these 20 guys, working by themselves in Germany, could have come up with the ideology that motivated them, done 5 years of planning and logistics, and carried out the attack? Without external funding and moral support?

They had bases, which they visited often. They had funders. They had sympathetic mosques to work in. Particularly now that the police have become sensitized to the threat, it is more important than ever to have a base where you get funds and popular support. Because if these are cut off, then terrorists lose. Like Shining Path in Peru lost.
