From Steyn's remarks about Grand Junction:

Sarah Palin drew 22,000 people, an all-time record to her appearance, her rally, in Grand Junction, Colorado, a city with only 50,000 people in a county with only 100,000 people. That is a phenomenal turnout

The city of Grand Junction doesn't have quite 50K people so the turnout was about 50% of the town. The county has a little more than a 100K but its big and there are no big cities w/i about 200 miles. To get half the population to go to a campaign rally means people are enthused.
