This is Congress trying to mess with "Mr Market" again. The Banks will just shift the loss to another way to gain. Interest rates and terms

They're already shifting the loss. Free checking is slowly going away, for example. The market made it just about universal over the last decade, and Congress will erase that perk for consumers with a stroke of the pen.
