Just for the sake of argument what should happen to a president who makes appointments with heads of state and his own cabinet and then fails to keep them on a constant basis? I am accusing nobody of this behavior but I think it is a mental exercise worth doing. What is the Constitutional mechanism for removing a president who just does not do his job?

Ann Coulter claims that high crimes and misdemeanors do not even need to be 'crimes' at all. How many interns would need to come forward before the entire country would just say 'enough is enough' even though no law has been broken? I think the question that Congress should ask themselves is "Can Bill Clinton command the respect of the American people and foreign states in light of the conduct he displayed over the last 7-8 months?".

If the answer is 'no' then Congress will hang their complaint on the horns of perjury (both civil and criminal as it now appears that his Grand Jury testimony contains perjuries) and obstruction.

I think the term 'high crimes and misdemeanors' (remember, for an average citizen misdemeanors are minor infractions) is vague to allow for Congress to impeach for any offense which is either criminal or serious enough to have a highly negative impact on fulfilling the presidential role.
