In the 1950s, when industry and government said, “Nuclear power will be safe and inexpensive”, everyone trusted them. Today, trust is gone. This is a profound multi-decade cultural change. The trend towards ever-lower trust, shows no sign of ending. No amount of PR is going to make nukes acceptable, or open Yucca Mtn for waste disposal.

You are thinking rationally, and hoping for rational outcomes, in an irrational world, on a subject which elicits apocalyptic fears.
