Kerry supported the war ON CONDITION that:

1) We go the UN route and have a Gulf War style coalition
2) We have a smart post-war plan in mind
3) We give inspectors more time unless Saddam refuses to let them inspect
4) We work with our allies and preserve their cooperation on the real War On Terror

It was a tough call. He told a few of us at the time that he knew Bush-Cheney had alreay planned to invade no matter what, so he believed the best thing he could do would be to hold their feet to the fire and at least make them do it the right away. They didn't. Kerry did not like that at all. But Kerry was not going to let himself look like an appeaser of Saddam. After all, Saddam was a dangerous creep. But he was also not that imminent a threat. So we should have done things differently.
