Are you saying that in the 3 years since 9/11, there was no need for the citizens to be alert to any suspicious activity around them. And when the alert is relegated, are we to assume that we do not need to be vigilant? I thought the alert level was more for the agencies such as Fire Department, Police etc. not so much the people. On the contrary people get fearful when they see the alert raised.
