MARKET CLOSINGS... The New York Stock Exchange said it will be closed on Monday for Washington's Birthday. Other U.S. financial markets also will be closed, but foreign markets will be open. The holiday, popularly known as Presidents Day, also will mean that the bond market will close early tomorrow, at 2 p.m. EST. Such early bond closings are routine ahead of holidays. The New York Mercantile Exchange also closes early tomorrow -- at 1 p.m. for oil futures. Banks, most businesses and government offices, including the post office, are closed Monday.
