Maybe, but N. Korea has become quite good at extortion, why would they stop now? What do we do, now? The problem is you have a population of 26+- million of indoctrinated people that no country wants. It's a good sized mess. BTW, Prez Carter made a visit to Pyongyang in 1994 in which he met with Kim and returned proclaiming that he had settled the nuclear question!!! The little artillery attack is peanuts, it's all about what he his doing with the plutonium and the delivery systems, ie rockets.
