New Refinerys don't have to be in the USA if Big Oil can't get NIMBY approval (doesn't seem like much effort here in this window of opportunity). ... build it in Haiti, Dominican Republic or some other 3rd World Nation needing investment, jobs...or, here's a Win-Win Idea even the Minutemen would love....how about building one just South of the Rio Grande !?!?!?! Big Oil's best bet is hoping for an Economic Rollover & fast...and then invoking (e.) below per E'Jetson: ["e.) and if worse comes to worse and you're losing, announce significant refinery expansions which can be scaled back later due to "economic conditions", "public opposition" or some similar red herring."]
