Exactly, Mike. "Cable management" or "fiber management" systems are terms derived first from marketing literature a while back, and now it is an accepted term used to describe the larger assemblies of elements that make up not only the patch panels themselves [made up largely of female fiberoptic receptacles and 8-pin modular jacks for twisted pair], but the (sometimes sliding) trays used to house pigtails, cable "guides," fan-out assemblies, panels, raceways, and the methodologies used to dress and tie down the actual cables themselves.

The other usage of the term fiber management system, or more appropriately "cable management system," is reserved for those object-orieneted relational data base management systems which track the assignments and an endless number of attributes of copper and fiber conductors used in an enterprise.

These databases could be used for not only managing fiber and copper (most often Category 5 UTP), but all of the elements which they attach to in the closet, at the desk, and in the network control center. They are also very often tied into (directly linked) to facilities management systems which track real estate allocations in the work place.
