Allen and All,
Here is some information I received from a very reliable source who shall remain nameless:

"Engineers from several of the departments use Tornado (and earlier tools)
for product development. It is true that Tornado is not an environment
that one would use to develop a product like Tornado, but Tornado is
useful for Engineering Services, as well as for finding and fixing
bugs in vxWorks, as well as adding new features to vxWorks.

I would venture to say that MOST of the engineers at WRS use WRS's
tools on a daily basis. The general rule, however, is that the
"latest" shipped version of the product does not get used as a
development aide by WRS until approximately the same time that the tool is
available for public consumption.

The difference between WRS engineering use of Tornado and the fields'
use is, that WRS engineers do not use Tornado to develop new products
(except in a few rare cases such as Engineering Services),
only as an aide for debugging."

Hope this is useful.

Ciao,
Steve
