Why do you think Sprint went out of their way to deliver a data service, but they went with circuit switched service, instead of IS-95B packet switched service?

Uh, I think they already had circuit-based switches and didn't want to spend the money to replace them. Much like TDMA carriers already have a TDMA air-interface and don't want to throw that away until it makes financial sense. Maybe someone with a more in depth knowledge of networks can confirm and/or elaborate?
