Germany's power play threatens Nice summit

"...GERMANY'S attempt to become the single most powerful country in EU decision-making was last night threatening to wreck the prospects of agreement at this week's European summit in Nice.
French officials are refusing to give ground on Germany's demand for more votes in the Council of Ministers to reflect its increased size after reunification. Romano Prodi, the European Commission president, warned that this meant the summit had only a 50-50 chance of success. Germany has a population of 82 million, compared to fewer than 60 million each in France, Britain, and Italy, but still has the same 10 votes in the European Union's law-making body...."
