Civilian = noncombatant. Insurgent = combatant. Not that this distinction matters in Iraq because the US Military has no idea who is and who is not an insurgent.

All of the crowing about the increased ranks of the security forces is absurd considering that they're riddle with insurgents.

The insurgency is just as strong as it was a year ago. There were more terrorist attacks worldwide than there were a year ago.

Bush = military incompetent. He has the most expensive military the world has ever seen and he's gotten bogged down for 2 years by a third world ragtag insurgency.
