$84B is only a start on the $1600B in bad loans
total Japanese banking system bad loan portfolio is estimated widely to be at least $1.5 to $1.6 trillion

this amount of $84B is a drop in the bucket
they finally are employing a US-style Resolution Trust Corp liquidation effort

if portfolios are worth 50 cents per dollar, then they will eventually require a hefty $800B

if worth 25 c/$, then need $1200B

this is a drop in the bucket
with real estate down over 50%
with countless failed corporations (read: zero salvage)
this will have to be repeated at least 6-10 times

but finally, a start

MORE CRITICALLY IMPORTANT THOUGH IS THE LIQUIDATION PHASE
IF REAL, THEN SOME SALES OF OTHER STRONG ASSETS WILL BE REQUIRED IN ORDER TO REMAIN SOLVENT
this IRC (RTC) effort will certainly have some tough measures
