First, the Constitution gives the DUTY to Congress to impeach - and the Senate to try - a President if they believe he is guilty of high crimes and misdemeanors.

Second, Clinton received less that 50% of the popular vote last election.

Third, the Constitution does not have an escape clause that exempts Presidents from impeachment even if they were deemed "popular" - a very nebulous term indeed.
