How can one possibly know that it was "small" without knowing how much it was? Quick, don't look it up, and don't ask anyone else. What's the GDP for Belize... Is it small compared to that of the US? How can you say yes, if you don't know what it is? Just as with the GDP of Belize, I don't have the exact number for SDI spending or borrowing for that spending, but I know its small compared to the US economy.
