If the 20 live together and depend on each other, share common goals, 10 have greater means but 20 need to eat, then the 10 would have to pay a larger share of the bill. But it's a pretty bad example, having little to do with progressive taxation...why the fixation with a measly 3% hike in taxes, taking us back to where we were only a few short years ago?
