It's not just a matter of paying attention. The actions of the neocons didn't seem to make sense for many of the past years. It is only by realizing one of the major tactics that the method in the disasters becomes apparent.

All of the actions promoted at Grover Norquist parties and featured in Kristol's papers and then carried on by the neocons have ended badly. Whitewater, the impeachment, the deficits, and the war. It seems it ended badly for everyone, including the neocons until you realize that they were not seeking any more from these actions than to create the chaos itself.

When there is chaos and things don't seem to be working, they can demand change, and quickly. With change comes the possiblility that they will wind up in control of whatever organization or policy they plunged into disarray. At worst there is no clear advantage, but they start over again on a level playing field, just as familiar with the circumstances, culture, and bylaws, as the former experts and senior civil servants.

The neocon plan is to take over the beauracracy of any organization that has any influence, from a school board, to zoning commission, to NASA, to the DOD, and Supreme Court. They do it by creating crisis of opportunity, big and small.

It's been done before, a hundred years ago, in Russia.
