They're trying to prime the IMF pump to Russia, Romania, Hungary, and other parties to buy cooperation in the same manner Kuwait and Saudi Arabia did for Desert Storm. Russia to back off in the event of the ground war, and to pursuade Milosevich to give in by withdrawing their support. They need the other countries in order for staging ground forces, to support an oil embargo, etc. They're pretty much doing everything haphazardly without much planning.

Stratfor had an interesting article today on the bombing attempt on Milosevic yesterday.

If NATO takes on a lot of casualties, it may be early on since they don't have a lot of areas from which to stage the initial invasion. On the other hand, if Milosevic and his paramilitary are similar to Saddam and his Revolutionary Guard, they probably forced Serbs and Kosovars to serve as their front line.
