Why do you think GM has the obligation to buy and close dealerships? That doesn't do anything for anybody except the dealership owner, and those guys, in general, have made very good bucks for years and probably have things set up in a corp that can go chapter 7 without hurting their personal finances. Certainly doesn't save any jobs.

I think its because the dealerships are franchised and that makes GM liable but I am guessing.
