With these types of stocks, a lot of shorting occurs without any stock trading hands. Using a term I am sure you are familiar with, it is similar to Vapor Ware. That is why people have to go into the market to buy shares in order to cover.

Is your broker telling you that you cannot short small stocks. Come on now, brokers are worse than lawyers. They are a dime a doxen and I will throw the 13th in for free. You don't even need a degree, well maybe a high school one.
