A pity that Ronald Bailey doesn't specify the assumptions for the photovoltaics (PV) calculations. No luck either when I searched an official EIA report:

PV module prices have been plummeting, in the order of 3/4 in the past five years, and continue to get cheaper. What I have picked up is that in sunny regions like in Spain or California power production with PV is already cheaper with current module prices than with brown coal. The non-constant output is still a problem but I expect major advances in battery technology in the next years.
