I would believe they ran the numbers. I also believe that they care about the reduction of $14.16 per month in the SS benfit and not the net reduction of $4.05 per month to the retiree. The whole point of this "fix SS exercise" is to reduce the federal outlays.

I find this new option of investing in Treasuries to be an odd option. If you leave your contribution in SS it's invested in Treasuries. Now you can have an option of taking a portion of your contribution out of SS and invest it in Treasuries....So..you can leave it in Treasuries or you can put it in Treasuries. Some will surely opt to put it in Treasuries and lose money, sic, that way they feel like they have "control".
