It isn't "nonsensical".

Every Senator represents his own states' interests - that's why Obama tried to get a billion dollars in pork barrel spending in his teeny-tiny Senate term.

In the Detroit automakers case, there are legitimate differences of opinion as to whether the country would benefit from advancing these companies money to fork over to UAW goons.
