Interesting. My memory is that Johnson decided to stop his reelection effort after a relatively poor showing in New Hampshire against this Eugene McCarthy guy. He didn't "refuse" to run, nor did he resign. He made a political judgement.

This, of course, is at odds with the every popular bloviating punditry school of history, but that's life. Nixon could have won a Senate trial too, the bloviators say.
