The rich are taxed and quite heavily. Ive seen figures such as the richest 10% pay about 80% of the load. As this is from memory the figures might be off but the crux of the message is correct. It is pure politics to play - tax the rich - It is a pure play for votes from middle and lower classes and not being forthright
