I think the best route for MSFT to do is just do what the DOJ want them to do, i.e. take IE out of win95 Why caused all this unnnecessary media attention (negative media). I am sure they will do pretty well without preinstalling in win95 or win98 unless something is hidden behind win98( something that is hidden under the sleeve, sthg that is going help MSFT advance dramatically in the browser market and so on.)
