I understand but I can not agree with your objection, because I think that the basis for public policy has to at some level come down to a sense of personal truth. The sense one has of what is true and what is not true provides the framework that you fit your facts and observations into. I can't see how one can say any policy is better then any other policy with out some sense of personal truth to base this moral judgement on. For example I support a free market rather then socalism. Part of the reason I think this way is my belief that it results in greater personal freedom and my belief that greater personal freedom is a more important value then greater equality of results. But even if I did not have this "sense of truth" that freedom is better then greater equality and better then having more government control, I would still support capitalism over socalism on practical grounds. However even these practical grounds require a moral jugement to decide that a certain practical result is better. If I support capitalism because I think it results in more wealth, behind that reason would be the moral judgement that generating more wealth is a good thing. I could come up with many other examples but it boils down to even a judgement about public policy based on practical reasons still requires a moral judgement on some level even if that moral judgement of some sort.
